I would like to believe that everything is so ... In fact, there are good in both segments, and bad products. It's all about the specialization of the brand, and they never speak about it. In the product line of any brand there is a main product (tone, or shadow, or lipstick, or ...), where the manufacturer achieves maximum quality: buys good formulas, tests, improves. Since it is unprofitable to be a monobrand of a single product, then you have to sell others that will be simply normal. And sometimes terrible (Shanel shadow, for example).
Lucky for nails in luxury stamps and mass market do not differ in except the color palette.
In general, everything is known in comparison. Each brand has decent products, and you should not reject them only because of the simple packaging. If your lipstick is flawless color and quality, isn't it equal to who does it?
