That's just a snag in the fact that in order to conspiracy, a negligent official is not registered in his luxurious mansion, but in a broken communal apartment.
The film is a social satire, frankly ridicuing all the steps of power, as well as the foundations of our society. What, however, is not surprising, because the scenario wrote a humorist Semyon Slepakov, who, as you know, loves to walk around the acute corners of our time.

Criminal detective whose action unfolds in the 50s. Two policemen are investigating mysterious crimes taking place in a small town.
The film pleases with excellent realistic scenery, recreation of an era, a stunning game of actors, swirling plot. Recommended for viewing.
